SusWatch raises issue of slum dwellers for the Lake Victoria basin Mayors to consider The East African SusWatch Network’s Civil Society Watchdog Discussion Paper No.2: Water, sanitation and basic hygiene on selected islands and landing sites in and around Lake Victoria in Uganda, Kenya and Tanzania: Scarcity amidst plenty? was presented at the 2nd Conference of the Lake Victoria region, Kisumu, July 22 – 23, 2008. It particularly generated debate on the proposal to address the needs of slum dwellers for a sustained improvement in sanitation and hygiene in towns and cities. On one side there are questions of whether slums should be where they are in the first place (regarded as illegal structures housing unemployed poor people who need to be relocated elsewhere); or from target 11 of MDG 7 commitment where countries set out to achieve a significant improvement in the lives of at least 100 million slum dwellers by 2020.
