I. RATIONALE 1.1 The East African Community (EAC) is established by The Treaty for the Establishment of the East African Community of 30th November 1999 and signed by the Presidents of the Partner States. The Treaty sets in motion the process of regional integration and cooperation. 1.2 The main goal for the EAC, as an economic and political entity, is the improvement of the standard of living of the population through increased competitiveness, value-added production, trade and investment, and effectively mobilised social capital1. The Partner States are aware that by pooling their resources and potential they would realize and sustain common development goals more easily than by working alone. The hidden hand and voice behind this desire is an informed and empowered citizenry providing checks and balances, and adding to equity.
